Charges
- Hereby the following airport charges and the procedure for their calculation and application to regular flights shall be set:
- The passenger service charges on international routes shall be determined according to the number of passengers transported by the airline over the Projection Period:

- The passenger service charge for one transfer passenger – LTL 2.
- The landing charges for each ton of the aircraft with the maximum take-off mass (MTOM) equal to or exceeding 2 tons (on international routes) shall be determined according to the sum tonnage of the airline’s aircraft landing at Vilnius International Airport over the Projection Period:

- The parking charges shall be 10 per cent of the actual landing charges. If the aircraft parking does not exceed 3 hours, no parking charges shall be collected. If the parking time is more than 3 hours, parking charges for 24 hours shall be collected.
- Leading (follow me) charges – LTL 60.
- The passenger service charges and the landing charges specified in paragraphs 1.1 and 1.4 of the Order shall be calculated according to the number of passengers validly forecasted by the airline to be transported over the Projection Period and according to the sum tonnage of the aircraft landing at Vilnius International Airport validly forecasted by the airline to land over the Projection Period. The Projection Period shall mean:
- the period of twelve months starting from 1 December 2009 or from a relevant later date, from which flights on regular routes commence in case of the airlines that operate or commence flights on regular routes not later than on 1 April 2010;
- the period of time from the commencement of flights operated on regular routes until 31 December 2010 in the case of the airlines that commence flights on regular routes after 1 April 2010.
The forecast shall be agreed with Vilnius International Airport and shall cover the whole Projection Period and shall be broken down by quarters (in three months). The forecast shall be accompanied by the validation of the forecast (plan of routes and flights, transported passengers and the aircraft used for flights as planned for each route). Forecasts shall be submitted not later than 15 calendar days before the beginning of the application of the charges specified in this Order.
Not later than within 5 calendar days after the end of each quarter, the airline shall submit to Vilnius International Airport a written report on the actual number of passengers transported and on the actual tonnage sum of the aircraft that landed at the airport over the last three months. The report submitted by the airline shall be checked according to the data of Vilnius International Airport. In case of failure to meet the forecast of the last time period by 5 per cent or more, i.e. when the actual quarterly indicators are lower by 5 per cent or more than the indicators estimated by the airline in the forecast for the relevant quarter, the airlines shall, within 5 working days, submit a validly revised declared forecast for the entire Projection Period, as agreed with Vilnius International Airport, in conformity with the above specified requirements. The rates of the passenger service charges and the landing charges for the next quarter shall be applied to the airline according to such revised declared forecast of the Projection Period. The charges paid by the airline for the previous time period shall also be recalculated according to the charge rates to be applied on the basis of the revised forecast.
In the case of the failure by the airline to submit forecasts and/or revised forecasts within the set period of time and/or in the case of the failure to sign agreements, the highest level of the passenger service charges and the landing charges shall be applied.
In the case when the airline exceeds the forecast of the previous time period, the forecast declared for the whole Projection Period shall not be revised until the end of the Projection Period and the charges set according to the initial forecast shall be applied. The charges shall be recalculated only at the end of the Projection Period under the procedure described below.
Within 5 calendar days after the expiry of the Projection Period, the actual of the forecast shall be determined and the relevant charges shall be recalculated for the whole period until 31 December 2010 according to the charge rate to be applied based on the actual number of transported passengers and/or the relevant sum tonnage of the aircraft. The airline shall pay the underpaid amount of the revised charges. Vilnius International Airport shall repay the overpaid amount of the charges.
The airlines operating/commencing flights (other than those covered by the term “new regular route (in a new direction)”) before 31 December 2009, shall, for the time period from the end of twelve months until 31 December 2010, be subject to the charges specified in this Order, the rates whereof shall be determined according to the actual number of transported passengers and the sum tonnage of their aircraft for the Projection Period.
The rates of the charges specified in this paragraph 1 shall in any case be applied only until 31 December 2010, irrespective of the Projection Period.
- The passenger service charges on international routes shall be determined according to the number of passengers transported by the airline over the Projection Period:
- The following airport charges shall apply for the new regular routes (in a new direction):
- New regular routes (in a new direction) shall mean the routes where regular flights will be actually operated for at least 12 months after the commencement of the flight at least twice per week, the flights will be directed to different cities (i.e. a flight directed to the same city, to which the flights are operated, but to a different airport shall not be considered as a new regular route (in a new direction)) and where:
- one or more airlines commence such regular flights before 1 April 2010 in a direction where there were no regular flights operated on the day of coming into force of this Order (a list of the routes operated on the day of coming into force of this Order is enclosed);
- the airline is the first to commence such regular flights after 1 April 2010 in a direction where there were no regular flights operated either on the day this Order comes into force of this Order not on the day of the commencement of the flight in such a new direction.
- The passenger service charges for one passenger – LTL 4.
- The passenger service charges for one transfer passenger – LTL 2.
- A 100 per cent discount shall be applied to the landing charges.
- Leading (follow me) charges – LTL 60.
- In the case of the failure of the airline to meet the terms and conditions set for the new regular route (in a new direction), as set out in paragraph 2.1, the charges shall be recalculated under the procedure defined in paragraph 1 hereof taking into consideration the actual number of transported passengers and the sum tonnage of the aircraft that landed at the airport.
- New regular routes (in a new direction) shall mean the routes where regular flights will be actually operated for at least 12 months after the commencement of the flight at least twice per week, the flights will be directed to different cities (i.e. a flight directed to the same city, to which the flights are operated, but to a different airport shall not be considered as a new regular route (in a new direction)) and where:
- The following airport charges shall apply for non-scheduled flights:
- Passenger service charges:
- International routes – LTL 45.
- Domestic routes – LTL 4.
- Transfer passengers – LTL 2.
- The landing charges per each ton of the aircraft with the maximum take-off mass (MTOM) equal to or exceeding 2 tons:
- International routes – LTL 25.
- Domestic routes – LTL 7.
- The landing charges per each ton of the aircraft with the maximum take-off mass (MTOM) less than 2 tons:
- International routes – LTL 40.
- Domestic routes – LTL 20.
